Timeline
Establishment of Cities of Refuge
Israel is commanded to set apart three centrally located cities of refuge so an unintentional manslayer can flee there to escape the avenger of blood. If the borders expand, three more cities are to be added.
Deuteronomy 19:1-10
Punishment for Premeditated Murder
If a man lies in wait, murders his neighbor, and flees to a city of refuge, the elders of his city must retrieve him and hand him over to the avenger of blood to die.

Prohibition Against Moving Landmarks
It is forbidden to remove a neighbor's boundary landmark set by their ancestors in the inherited land.
